RTO Rules for Car Wrap in India: What to Check First

A printer's reading of public sources on whether a car wrap is legal in India, when a colour change should go to the RTO, what applies to taxis and fleets, and what must stay clear.

RTO rules for car wrap in India come down to one question: does the wrap change the colour printed on your registration certificate (RC)? A wrap is not banned. Small graphics, a same-colour wrap and clear paint protection film are generally treated as no change, but insurer and car-care guides say a full wrap that visibly changes the colour should be reported to the RTO and the RC endorsed.

Section 52 of the Motor Vehicles Act, 1988 is the provision those guides point to. It says an owner shall not alter a vehicle so that the particulars in the RC differ from those the manufacturer specified, and colour is one of those particulars. A car registered as white and wrapped in matt black no longer matches its RC, and a traffic officer, an insurer or a buyer can see the mismatch. This is a printer’s reading of public sources, not legal advice. A search turned up no circular from the Maharashtra transport department written for wraps, and the guides disagree on forms and rule numbers, so the last section shows how to ask.

Is a car wrap legal in India?

Yes. No law bans vinyl on a car, and partial wraps, stripes and business branding are common on Pune roads. The law cares about three things: the colour on the RC, whether plates, lights and glass stay clear, and whether the vehicle imitates an official one. Stickers and decals are not the worry; the RC, plates, lights and glass are. This table sorts common wraps by whether the colour question comes up.

Do I need to inform the RTO if I change my car colour with a wrap?

For a full colour change, the insurer guides say yes. Acko’s guide says a wrap that changes the visible colour has to be approved and endorsed by the RTO, and Bajaj General Insurance’s guide advises telling the RTO and your insurer before or soon after the change. The documents they list include the RC, the insurance policy, the pollution certificate, ID and address proof, the wrap invoice and photos, and some RTOs inspect the car. Pune cars are registered at the Pune RTO (MH 12) or the Pimpri-Chinchwad RTO (MH 14), so ask the office that issued your RC.

Removable does not mean exempt. Acko’s guide notes that a peelable wrap is not automatically outside Section 52 if the visible colour differs from the RC. Practice also varies between offices, and the guides name different forms and rule numbers, so take the form from the RTO counter and not from a blog. Tell your insurer too, because a mismatch between the car and its RC can affect your records and a claim. Keep the invoice and the RTO acknowledgement in the car until the RC is updated.

Does the RC book need updating after a full colour change?

Many owners now carry a smart card or a digital RC instead of the old paper book, but the colour field works the same way: once the RTO endorses the change, the new colour is shown. The guides do not agree on how long that takes or whether it can be filed online, so ask your RTO. Ask what to do when the wrap comes off as well, since the car then returns to its original colour, and whether a colour mismatch can hold up a later sale or transfer.

Can I put advertising on a private car?

Rule 134 of Maharashtra’s 1989 motor vehicle rules bars advertising devices, figures or writing on transport vehicles unless the RTA permits them by order. A private car is not a transport vehicle, and the copy of the rules we read has no matching rule for a private car’s own graphics. Your name and logo on your own car are therefore a different matter from selling the space to another brand, where insurer guides say municipal or state permission may be needed. Ask PMC or PCMC before you take a paid advertiser.

Words and colours that imitate the police or other official vehicles invite action. BusinessToday reported on 4 August 2026 that Maharashtra’s traffic police headquarters had told field units to act against unauthorised Police boards and stickers on private vehicles. Rule 121 of the Central Motor Vehicles Rules also reserves olive green paint for Defence vehicles, so skip olive green and army-style camouflage.

What rules apply to commercial vehicles and taxis?

Rule 134 is written for them, under the heading “Prohibition of painting or marking in certain manner”. Autos, taxis, buses and goods vehicles are transport vehicles, so advertising on them needs the RTA’s permission. The permit holder files Form PDAA with the fee and the permit papers, and the permission, issued in Form PDA, lasts a year at most and ends earlier if the permit does. Private service vehicles showing the permit holder’s own products or services are carved out, and the RTA can exempt whole classes of vehicle by resolution. The copy we read may predate later amendments.

For a fleet, the first question is the vehicle’s category. Whether your own-brand lettering on a delivery van needs an order is for the RTO to say, so print after you have the answer. The vehicle branding page explains how one layout is repeated across a fleet.

What about vinyl on windows and number plates?

Rule 50 of the Central Motor Vehicles Rules requires the registration mark to be displayed at the front and rear, clearly and legibly. Glass is stricter: in Avishek Goenka v Union of India (27 April 2012) the Supreme Court held that using black films or any other material on the windscreen and side windows is not permitted, and told traffic police to act against it. Keep this list clear on every wrap:

  • Number plates, front and rear, with no wrap edge over them.
  • Headlights, tail lights, indicators and reflectors.
  • Windscreen, rear glass and side windows, so no tint, privacy film or printed film.
  • Mirror glass and the area the wipers sweep.

How do I check the RTO rules for car wrap before ordering?

Three parties are involved, and each handles a different piece.

WhoHandles
You, the ownerThe RC colour, the RTO endorsement and telling the insurer
The wrap shopPrinting, fitting and keeping plates, lights and glass clear
RTO or RTAColour endorsement, and advertising permission on transport vehicles
PMC or PCMCPossible permission where paid advertising is involved

Take these questions to the RTO counter:

  • Does a full wrap in a different colour need an RC endorsement, and under which rule?
  • Which form, documents and fee apply, and can any of it be filed online?
  • Is an inspection needed before or after the wrap?
  • Does a partial wrap with a new dominant colour count as a colour change?
  • What do I do when the wrap is removed?
  1. Read the colour printed on your RC and decide which row of the first table your wrap falls in.
  2. Ask the questions above. Note the officer’s name and the date, or ask for the answer in writing.
  3. Tell your insurer what the wrap will change and keep their reply.
  4. For a taxi, auto, van or bus, ask the RTA about advertising under Rule 134 before the design starts.
  5. Approve the proof only after you have these answers, and keep the invoice, before and after photos and the RTO receipt together.

If the office has no ready procedure for wraps, a same-colour wrap or a partial wrap that leaves the registered colour showing avoids the question. 3 Red Media prints and fits vinyl at its Chandni Chowk unit in Pune, but the RC paperwork stays between you and your RTO. The car and bike wrap page lists the wrap types, vinyl printing covers the wider range, and the quote form takes the photos and panel list once the rules are clear.

FAQ

Questions people ask

Is car wrapping legal in India?

Yes, vinyl wraps are not banned. What matters is the colour on your RC: insurer guides say a full wrap that visibly changes it should be reported to the RTO and endorsed, while same-colour wraps, small graphics and clear film are generally treated as no change. Plates, lights and glass must stay clear, and practice varies by RTO.

What are the RTO rules for car wrap colour change?

Section 52 of the Motor Vehicles Act, 1988 bars altering a vehicle so that its RC particulars differ from the manufacturer's, and colour is an RC particular. Guides therefore advise getting RTO approval and an RC endorsement before a full colour change. Forms and documents vary, so ask your RTO.

Is vinyl wrap legal in India if it can be peeled off?

Being removable does not exempt a wrap. One insurer guide notes it is not automatically outside Section 52 if the visible colour differs from the RC. A same-colour or partial wrap that leaves the registered colour showing is the lower-risk route.

Does the RC book need updating after a car wrap?

Only if the wrap changes the car's visible colour from the one on the RC. Then the RTO endorses the change and the new colour is shown. Ask your RTO about the process and about what to do when the wrap is removed.

Can I put an advertisement on my private car?

Maharashtra's rule 134 covers transport vehicles, not private cars, so your own name or logo is a different matter from paid advertising. If you sell space to another brand, ask PMC or PCMC and your RTO first. Keep plates, lights and glass clear in any case.

Can I put film on my car windows or number plate?

No. The registration mark must be displayed clearly and legibly at the front and rear, and the Supreme Court held in 2012 that black films or any other material on the windscreen and side windows are not permitted. Keep lights and reflectors uncovered as well.
